PAGSUSUSTINI SA KAUNLARAN NG EKONOMIYA, TITIYAKIN NG KAPULUNGAN SA 2023 PAMBANSANG BADYET

Tiniyak ni Speaker Martin G. Romualdez ngayong Biyernes ang sambayanan, na ang Kapulungan ng mga Kinatawan ay sisiguruhin na ang panukalang P5.268-trilyong 2023 “Agenda for Prosperity” pambansang badyet ay magsusustini sa pagpapaunlad ng ekonomiya ng bansa, sa kabila ng pandemyang dulot ng coronavirus disease-19 (COVID-19).


Ipinahayag niya ang pagtitiyak sa pagsisimula ng deliberasyon ng Kapulungan sa unang taong panukalang badyet, na isinumite ni Pangulong Ferdinand “Bongbong” Marcos Jr. sa Kongreso noong Lunes.


Ang proseso ay nagsimula sa pamamagitan ng pagpapahayag ng Development Budget

Coordination Committee, na kinabibilangan nina Budget Secretary Amenah Pangandaman, Finance Secretary Benjamin Diokno, Secretary Arsenio Balisacan ng National Economic and Development Authority, at Gov Felipe Medalla ng Bangko Sentral ng Pilipinas.


“We will make sure that each bit of spending will contribute to our goal of reigniting the fires of our economic forges, and at least propel the country to reach economic growth at pre-pandemic levels,” ani Romualdez.


“Every centavo of this national budget will be spent wisely to implement projects and programs putting primordial consideration into saving lives; building and protecting communities; and making our economy strong and more agile,” dagdag pa ni Romualdez.


Ayon sa Philippine Statistics Authority (PSA), ang ekonomiya ng bansa ay sinusukat sa pamamagitan ng gross domestic product (GDP) na nagtalaga ng paglago ng 8.2 porsyento sa unang tatlong buwan ng taon, at 7.4 porsyento sa sumunod pang tatlong buwan ng 2022.


Ayon sa Speaker, ang panukalang paggasta ng Pangulong Marcos ay, “is a conservative budget, where fiscal discipline is harmonized with growth and recovery from the impact of the lingering Covid-19 pandemic.”


“The challenges ahead of us may be daunting, and we shall rely on the brilliance of this administration's economic team to usher us in sustaining the economic progress achieved by its predecessor,” dagdag niya.


Pinasalamatan ni Speaker ang mga miyembrpo ng DBCC, na siya ring economic team ng Pangulo, sa kanilang pagdalo sa unang House budget hearing.


“To guarantee a sustained track for transformation, the President brought a highly qualified and well-prepared economic team,” aniya. Hinimok ni Romualdez ang bawat miyembro ng Kapulungan na aktibong makilahok sa deliberasyon at proseso ng pag-apruba ng panukalang 2023 badyet, na ayon sa kanya ay tutugon sa eight-point economic agenda ng administrasyong Marcos, na isinasaad sa Medium-Term Fiscal Framework.


“Foremost is to ensure food security by pouring in precise intervention to increase food production and reduce cost, in addition to lowering transport, logistics, and energy cost to protect the purchasing power of the consumers,” giit niya.


Ipinunto niya na ang pasya ng MalacaƱang na humingi ng 30 araw na constitutional period, upang iprisinta ang pambansang badyet sa Kongreso ay nabigyan ng pagkakataon na, “to review and incorporate the eight-point socio-economic agenda in the 2023 proposed budget prepared by the previous administration.”


Pinasalamatan din ni Speaker ang Komite ng Appropriations sa Kapulungan na pinamumunuan ni Ako Bicol Party-list Rep. Zaldy Co, sa mabilis na aksyon at “acting with dispatch” sa panukalang badyet. 


“I am confident with the leadership of the committee on appropriations and the overwhelming support of its members, that we shall be able to pass this budget expeditiously without sacrificing the independence of the House of Representatives,” ani Romualdez, habang pinasalamatan niya rin si senior Vice Chairperson and Marikina City Rep. Stella Luz Quimbo. 


“Let's buckle down to work, and with a united front, we shall be able to deliver the necessary tools and resources to improve the lives of the Filipino people and uplift their hope for a better quality of life,” aniya.
