Opisyal na sisimulan ng Komite ng Appropriations sa Kapulungan ng mga Kinatawan ngayong Biyernes, ika-26 ng Agosto 2022, ang pagrepaso at pagbusisi ng ₱5.268-trilyon na panukalang pambansang badyet para sa 2023, sa pamamagitan ng idinaos na pulong balitaan ng Development Budget Coordination Committee (DBCC).
Ibinahagi ito ni Committee on Appropriations Senior Vice Chairperson at Marikina City Rep. Stella Luz Quimbo ngayong Lunes, sa pulong balitaan ng mga opisyal ng Department of Budget and Management (DBM) sa pamumuno ni Secretary Amenah Pangandaman, sa panukalang badyet para sa 2023 na isinumite kanina sa mga opisyal ng Kapulungan, sa pangunguna ni Speaker Ferdinand Martin Romualdez sa House Social Hall.
Ayon kay Quimbo, ang susi sa pag-apruba ng General Appropriations Bill sa ika-1 ng Oktubre 2022 ay ang pagpapadali sa mga linya ng komunikasyon sa pagitan ng iba't ibang ahensya ng pamahalaan at mga kasapi ng Kongreso.
“As of last week, we have organized informal briefings for House members and so by Friday, August 26, we would be having our first budget briefing at the committee level and this is going to be by the DBCC.
This will run all the way to Sept. 16 and then by Sept. 21, we should be ready for plenary debates. And by then, we are confident that many of the policy concerns raised by our members would have been resolved so that we expect swift and smooth plenary debates on Sept. 21 so that approval should be done by Oct. 1,” ani Quimbo.
Sinusuri ng DBCC ang mga macroeconomic na target, mga pagtataya sa kikitain, antas ng paghiram, pinagsama-samang antas ng badyet at mga prayoridad sa paggasta ng pamahalaan.
