Sa gitna ng mataas na presyo ng pagkain at batayang bilihin, isinuslong ni AGRI Party-list Rep. Wilbert Lee ang urban agriculture.
Sa ilalim ng House Bill 1297 o Instructional Gardens and Urban Agriculture Act of 2022 ang Dept of Agriculture, katuwang ang DOST ay inaatasan ang paglulunsad ng urban agriculture at vertical farming sa urban areas at iba pang angkop na lugar sa bansa.
Ang mga idle o abandonandong government lots, gusali maging state universities at colleges ay maaaring gamitin para sa pagtatnim ng gulay o kaya’y pag-aalaga ng mga livestock.
Hinihimok din an mga local government units na bumuo ng polisiya para sa urban agriculture at vertical farming.
Nakapaloob din sa panukala ang pagsasama ng Instructuonal Gardens program sa academic curriculum ng elementary at secondary level students sa pribado at pampublikong mga paaralan.
Ang mga pribadong indibidwal at korporasyon na magbibigay ng grants, endowments, donations, o contributions at technical assistance para sa implimentasyon ng institutional gardens sa mga paaralan ay bibigyan ng tax incentives.
“We need to explore urban agriculture and vertical farming in our efforts to address our country's food security concerns. Community gardens in urban areas will help families cope with the rising prices of food and ensure that they have access to healthy, nutritious meals,” diin ni Lee.
