Nanawagan ngayong Martes si Rep. Irene Gay Saulog (Party-List, KALINGA) sa Kagawaran ng Edukasyon (DepEd), na tulungan ang pribadong sektor upang sila rin ay makatulong na matugunan ang pagsisikip ng mga mag-aaral sa mga pampublikong paaralan para sa school year 2022-2023.
“It will not only solve the problem of congestion in the public schools but will also put our private schools in a better position to succeed. Their survival is not a purely private interest. They contribute to the success of the whole education system,” ito ang tinuran ni Saulog sa kanyang privilege speech.
Ipinaalala niya na ang partnership sa mga pribadong learning institutions sa pamamagitan ng voucher program para sa K to 12 ay napatunayang kapaki-pakinabang.
“It has become a good model of public-private partnership in education where private institutional resources are used to provide wider education service in exchange of financial assistance from the government,” aniya.
Ayon pa sa kanya, na kung itinuturing ng DepEd ang pansamantalang “learning spaces” tulad ng mga covered courts sa mga komunidad bilang tugon sa kakulangan ng mga silid-aralan, ay maaari siguro nilang ikonsidera ang mga hindi nagagamit na pasilidad ng mga pribadong paaralan na mas lubhang kaaya-aya sa pag-aaral.
“We have a situation where public schools have an over spilling enrolment while private schools have facilities but lack learners. Therefore, an inclusive approach is necessary and will be beneficial to both public and private schools. After all, the two serve one nation, the quality of education in one affects the quality of Filipino citizens as a whole,” aniya.
Binanggit ni Saulog ang isang matandang kasabihan ng mga Africano na, “It takes a village, in this case a nation, to educate our vast young Filipino learners.
We should be one on this." Sa oras ng interpelasyon, nagpahayag si Rep. Raoul Danniel Manuel (Party-list, Kabataan) ng suporta sa panawagan ni Saulog sa DepEd, na ipaabot ang tulong para sa mga pribadong paaralan.
