UNANG PULONG NG KOMITE NG PUBLIC ORDER AT SAFETY, IDINAOS

Nagsagawa ng unang pagpupulong ngayong Martes ang Komite ng Public Order at Safety ng Kapulungan ng mga Kinatawan, na pinamumunuan ni Rep. Dan Fernandez (Lone District, Santa Rosa City), sabay din ng briefing ng mga law enforcement agencies hinggil sa kanilang mga plano at programa. Sa kanyang pambungad na pananalita, sinabi ni Fernandez ang pinakabuod ng una nilang pagpupulong sa organisasyon. 

“Prior to this, some members of the attached agencies of the DILG have been with us in drafting and crafting procedures that we are going to do in the next three years of our existence in Congress. The very essence of the committee, which has been established under the internal rules and procedures of the House of Representatives, is our jurisdiction over and above the direct and principal in relation to the suppression of criminality,” ani Fernandez. 

“Alam naman po natin that this involves the illegal drugs, illegal gambling, organized crimes, private armies, as well as the regulation of firearms and firecrackers, regulation of the PNP, BF and BJMP. 

We are hoping that together with all the Members who are here, we will be working so hard in crafting and drafting measures that will really alleviate the plight of our attached agencies under the DILG," dagdag pa niya. 

Kabilang sa unang walong prayoridad na batas na inaasahan ng PNP na maisasabatas ng Kongreso ang: 1) national police clearance system; 2) pagrerestraktura at pagpapalakas ng PNP; at 3) pagtatatag ng forensic DNA database sa bansa. 

Samantala, ang susunod na hanay ng mga hakbang na inaasahan ng PNP na magiging batas ay: 1) pag-amyenda sa Section 33 ng R.A. No.6975 (educational requirement for lateral entry program in the PNP); 2) pagsasailalim sa institusyon ng pinalakas na pulis pambarangay ng PNP; at 3) rehistrasyon ng subscriber identity module (SIM) card, at iba pa. Pinuri ni Fernandez ang pagtatanghal ng PNP ng modelong M+K+K = K (malasakit + kaayusan + kapayapaan = kaunlaran), gayundin ang pakikilahok ng PNP sa mga barangay, na masugpo ang krimen. 

Sinabi ni PNP Chief Gen. Rodolfo Azurin na mahalagang bumuo ng mga relasyon sa mga pinuno ng barangay, gayundin sa mga pinuno ng simbahan upang mapigilan ang mga krimen sa mga komunidad. 

Binanggit din nina BFD Director Louie Puracan, BJMP Chief Allan Iral, NAPOLCOM Vice Chairperson at Executive Officer Atty. Alberto Bernardo ang mga prayoridad ng kani-kanilang ahensya sa ika-19 na Kongreso.
